Howdy,

So, I'm at a bit of a loss. I am having trouble paying for sold upgrades in auction. I have never had any trouble updating my own account in the past but now i am redirected to a PayPal page that says:

"This transaction has been declined to comply with international regulations."

My question is, has anyone come accross the same issue with PayPal? If you did, how was it rectified?

I know this isnt a HP problem but any help is always appreciated :)

I found this when I googled it earlier:

"I had this problem and fixed it by going to my Account Summary page and Confirmed my identity. Apparently from time to time they block a payment to confirm the Account owner."
