Does it get added to on-hand money or the savings?

I'm pretty sure the savings. 

My understanding was the savings as well! But I don't know if I have truly paid attention. 

Savings, because every week if I look at my events, I've gotten the smallest bit more. and I don't add to it other than the interest it collects.
